HP and HPE Re-Enrollment Restrictions  Advice and reference info from members. (Oct 21, 2023)  Website operated by volunteers. Not officially endorsed or supported. Question? Email: info@hpalumni.org

If you decline HP/HPE medical coverage: Depending on your situation, you can lose the ability to re-enroll in HP/HPE coverage -- and your surviving dependents will not be eligible for HP/HPE coverage. Details below.

If you have a change, contact your Benefits Center ASAP -- or contact the insurance sales agency that you purchased from, such as ARHS. "They couldn't do the surgery because his insurance had been terminated. It took a very long three-way phone call with the Benefits Center and [the carrier] to get his new coverage entered into the system."

Retiree medical re-enrollment rules.

If you elect to not participate in HP retiree medical coverage (or coverage through Alight Retiree Health Solutions, if you qualify for Medicare) the following re-enrollment restrictions will apply:

- You will not have an option to re-enroll in retiree medical coverage (or coverage through Alight Retiree Health Solutions, for Medicare-eligible individuals) during future annual enrollment periods. Instead, you will be eligible to re-enroll only within 31 days of losing coverage under another employer’s group medical plan or within 60 days of losing coverage purchased from a public health insurance exchange. Losing coverage under another employer's group medical plan could include the loss of your own coverage through another employer or the loss of coverage under your spouse's/partner’s employer's plan."

- If you die after declining HP coverage, your surviving dependents will not be eligible to participate in HP benefits following your death. Only dependents who are covered on the date of death can qualify to continue HP coverage.

HP’s retiree re-enrollment rules are designed to ensure a broad base of participation in the HP Retiree Medical Program and help control premiums for all retirees.

Scenario. Changes you can make mid-year. Annual enrollment eligibility.

If: You elect coverage under an HPE retiree medical plan.

You generally can’t make changes to your elections during the year, unless you have a qualifying life event* (you will have 60 days to make allowed changes), or if you’re enrolled in an HPE-sponsored Medicare HMO plan and want to switch your coverage to an HPE Medicare Supplement option.

You can change your election during each annual enrollment.

If: You enroll in medical coverage through another employer (whether through your spouse/domestic partner or through your own employer) and opt out of HPE coverage.

You can reenroll in HPE coverage if you lose the other employer’s coverage. You must reenroll within 60 days of the loss of coverage.

You won’t be eligible to reenroll in HPE coverage during future annual enrollment periods while you’re in the other employer’s plan.

If: You elect coverage under a public health insurance exchange (for retirees not yet eligible for Medicare) or through Alight Retiree Health Solutions (for Medicare-eligible retirees).

You generally can’t make changes to your elections during the year, unless you have a qualifying life event* (you will have 60 days to make allowed changes).

You won’t be eligible to reenroll in an HPE medical plan during future annual enrollment periods unless you have a qualifying life event or lose coverage.

If: You die after declining HPE coverage.

Your surviving dependents will not be eligible to participate in benefits following your death. Only dependents who are covered on the date of your death can continue coverage. For information about survivor benefits, call the HPE Benefits Center.
